What gnatcatcher showed is exactly what I put on the 2002 VUE and GW’s HHR.
The artificial rain gutter mounts come in sideloader and toploader versions. The top mount brackets are mounted on the roof and can be attached any way you want. The holes in the brackets are square for thru bolting with carriage bolts. They are very thick so you can make the hole spacing you need.
The tracks shown allow more flexibility in positioning the towers. You need to use the landing pads meant for tracks, not the fixed mount landing pads. When you change cars just leave the tracks or toploader brackets on the car and use it as a selling feature “heavy duty rack mount already installed”.
