Locks not that secure
but serve as a deterrent.
In some cases, if I am leaving my vehicle parked at a landing for an extended period of time, I take the Yakima rack off and put it inside the vehicle rather than counting on the locks. It doesn’t really take that long to put it back on. However, even that is just a “deterrent” to a determined thief.
Damage to car
Haven’t we also heard about people damaging the car in their effort to steal the rack?
