That’s pretty much what I had in mind. Solves the problem of slowing the boat down when level (at least a bit - it does increase “windage”) and also helps to learn to balance it - if floats are not too large, then they will counteract the capsizing moment enough for a small bracing action returns it to level keel without being too restrictive.
