He may find something like this http://www.nrsweb.com/shop/product.asp?pfid=2307&pdeptid=1169 to have ess bulk in both the heel and toes. They aren’t meant for long walks which is fine since most folks bring land shoes also if they need to do more than a short walk to the water.
