Harriman
Swimming is illegal, but falling out of your kayak isn’t. One of their best kept secrets are the keys for Island Pond boat launch. They only issue them the last two weeks of March. Just show up with your boat, paddle, saftey gear (PFD and whistle) and a valid fishing license.
Split Rock
Split Rock reservoir in Morris County, NJ is a good spot. Good sized lake (Over 3 miles end to end) and pretty secluded. Its about 45 mins from Manhattan without traffic.
As far as rivers, the Ramapo in Bergen County has some decent paddling. Nothing too hard and parts are actually quite scenic.

Inwood Canoe Club, near the north end of the island (Dyckman Street at the Hudson River). We have open houses on Sundays at 10 a.m. and will help you put your boat in the water and teach you a little about paddling in the Hudson.
If you come when we’re not open, there’s an official New York City Parks Department launch just north of the marina there. You theoretically need a permit. You miss our instruction and cheery company.
Open houses end sometime in September, so drop by soon!
