The person said the river water was moving fast enough that he couldn't catch the boat. So let's keep the leg in the water and out of the boat.
And the fact of no helmet, skirt and PFD

BTW - if the implication is that those are class III and IV - they aren’t.

This is one of those things that come without thought with enough practice. Practice dumping and keeping your hand on the coaming. Then try it in progressively rougher conditions.
Practicing this stuff can be fun if you let it.
