Sand Lake, Salmon River, Tillamook Bay to name some for Oregon. Most have small towns located nearshore. Salmon River is nice because it is more rural and offers slow river paddling as well as potential for poking your nose out into the ocean if the swell is down. Tides need to be considered for most of the coastal bays.
Edit. Netarts offers some paddling without all the houses next to shore. Tillamook Bay can be good, put in on the Bay Ocean peninsula.
