If the vehicle has or can be fitted with a receiver type tow hitch, why not simply get one of the cargo carriers that work with them? Safer and easier to access than things stored on the roof. Easily removed when not needed and no aerodynamic drag. Probably larger weight capacity as well. Roof racks have a relatively limited safe load carrying capacity.
Sell your exiting rooftop cargo carrier to offset the cost of the new one.
