You got hosed . From the Oklahoma State Boating Regulations:
All boats are required to carry on board a whistle or horn or other legal mechanical sound producing device.
I used to carry a cheap plastic whistle. The one time I really needed it, I was stranded in a remote area in high winds and waves. When I blew the whistle, I immediate realized that no one was gone to hear it over the sound of the wind and waves. I now carry an air horn and a whistle. I’ve used the air horn a few times to warn approaching motor boats. I keep it on the deck for that purpose.
