in wv, some campsites, campgrounds and state parks along the way, pine creek gorge in pa always looked interesting to me but I've never paddled there. I'm assuming there are portions of the potomac that are boatable (and some to be avoided like Great Falls) with camping allowed on the adjacent tow path but again I've got no firsthand experience with that. You might try the monocacy paddling club's message board for more suggestions closer to home.

in MD you have options
Tuckahoe and Martinak State Parks… Patuxent River Water Trail… Shad Landing on the Pocomoke… the Paw Paw Bends of the Potomac along Green Ridge State Forest… just to name a few. Buy a paddling guidebook on your state, you might be surprised how much you can discover in your own backyard!

Susquehanna Water Trail
The Lumber Heritage organization publishes an outstanding waterproof map set and guide to the 228 mile West Branch of the Susquehanna Water Trail. in North Central PA. It 's $20 and well worth it

The West Branch is a lovely river which may be in line for National Wild and Scenic status. It winds through deep wooded canyons and there are many places along it for access and camping. Most is flatwater with a few short stretches of mild rapids and riffles, nothing technical.

Delaware and Susquehanna Rivers run low by early summer/late spring at their tops, above Matamoras and Williamsport (Loyalsock). The upper rivers are scenic and easy running with a few riffles.

Below those stream gauges, rivers continue rural and thru early summer.
