Does anyone know if the Thule J-type Kayak rack can mount onto a KargoMaster Bushman rack (on top of a congo frame rack) if so PLEASE let me know ASAP.

I had a kargo Master rack on my Jeep Wrangler, and had Yakama bars mounted to it, and then my thule J cradles mounted to the Yakama bars.
Where there is a will there is a way !

Mine was a different style, but…
I had the same 1" diameter tubes, and I just had to add a special clamp which clamped my Yakama Bars to the tube.
If they don’t have a connector for the square Thule bars, I would simply drill through both the square bar and the 1" kargo master tube, and bolt them together.
I have my Thule J cradles bolted to my Yakama Bars right now.
