So why not sneak up to a house and use their outside plug. Or you could ask them. The ipad or tab is a good idea.

Why fuss with watertight connectors? Get one of those external battery chargers. Pop your battery out of the laptop and charge it while it's outside of the laptop. That way, your laptop is always nice and dry. You don't have to worry half as much about water in the charging setup.
