Like so many things kayak, adding a foot bar is a matter of personal preference. The kayak in question has a rather deep vee hull by the foot pegs which causes me to have to splay my feet outward a lot. The foot bar lets me move my toes inward, more above my heels. This is just a hunk of wood, but I figure I’ll post a few pictures in case it helps someone else down the road.

The foot pegs just slip under the loops of shock cord. This does not interfere with the locking levers:

I could trim the shock cord more, but my toes won’t be out far enough to notice it.
