You may be able to fabricate the part from plastic Starboard. Use the broken part as the pattern.

There is a Facebook group that was set up a couple of years ago after the very useful foldingkayaks.org closed down (the guy who ran it could no longer afford the time and expense of maintaining it.) Several former active participants on his site were part of setting it up and it has become a great resource for an international community of folder owners.
