Another option that I used is to tie a double fisherman’s knot in front of the cockpit. The double knot let’s you adjust how tight the bungees are.

Good way Current Designs uses that. I call it a barrel knot. Works nicely.

make your bungee as loose (while slipping the paddle underneath them easily, avoid scratching your deck) or as taut as you need.

My kayak is 17 years old and plastic, so I’m not too worried about scratching the deck. But it’s good practice for when I get a $4000 Kevlar boat. 
All of my perimeter lines are taut. That’s the way they came and I’ve had no reason to change them.
For bungees, I recommend nothing smaller than 1/4" and there does seem to be a difference in quality from different manufacturers.
Bungees you want marine grade made in USA black.
That’s what I just finished putting on my kayak. Basic black! Now on to the perimeter line.
Get perimeter lines with 3 M reflective tape in it.
I just got black.
Add some solas tape on sides 1/2" bow stern 8" long. eBay deck also.

Don’t forget the final tuning procedure. When plucked, they must resonate at the correct frequency to emit sound waves of an appealing pitch.
