Is Split Rock Reservoir accessible?

I’ve read a couple of things mentioning that the parking lot at Split Rock Reservoir in Rockaway Township NJ has been blocked by the locals in a dispute with the State over enforcement issues. Has anyone paddled there recently? Are there concrete blocks barricading the parking lot? It’s a long drive for me to wind up with no place to paddle…
