It does seem from the photos that the Axis Elite does have the thigh pads.
I was kind of surprised that they dropped the ratcheting backband from the Axis as the Blackwater, it replaced, had this feature.
I have added thigh braces and hip pads to mine, granted this does up the price another $110.
