Does anyone out there know where I can find any free plans or web sites about making some nice wooden yak paddles? I am primarily interested in making non-greenland style paddles as it is more of a challenge.

It is a wood kayak building website. I suspect there are folks there who can direct you to a variety of resources.
I do know that Nick Schade provides directions for building a wooden euro paddle in his book:
