Old Mad River Kevlar bulkhead construction method question

I took delivery of a Kevlar Courier last night. Boat is in amazing condition but the bulkheads will need some attention. The seals look a bit suspect at the floor…no big deal to fix that. The thing I have questions about is it feels as if one one of the layers of Kevlar has come loose smack dab in the middle of the bulkheads… feels a bit spongy.

How are these things made? Just a wall of Kevlar or is there something like foam back there? Whatever is behind the loose layer feels solid…I think a coating of G Flex would be a passable fix.
