Old Town Trolling Motor???

I have this canoe trolling motor by Old Town. When it is in use the stem to the prop is not free floating and will not pivot. If I hit an underwater obstruction it’s bad news. I would have thought the motor and stem shuld free float and pivot move if it hits an underwater obstruction. What am I missing? How is it supposed to work? The mfg’s design will not allow the stem and motor to pivot when it hits an obstruction.
