My sister is letting me borrow her Wilderness Systems Pamlico 145T. Today my daughter and I took it out and had a lot of fun.
Tomorrow we’re thinking about going back out to the river, but we’ll have more kids. Is it safe to put two small kids in the front adult seat as long as I don’t exceed the 400 lbs. limit?

How small is small?
The problem with putting two kids in the front is if they will outweigh the person in the back. Paddling a bow-heavy boat is not fun and can be hard to control. In any wind, current or waves I would not take that chance with kids.
you don't want to put them in the back because the only thing harder to control than a bow-heavy tandem is trying to steer a tandem from the bow.
Maybe take turns?
Edit: I just looked at your profile and see you're a guy. you probably outweigh both of them, so no problem!

I do it with my kids in an Old Town double. My kids way 80 pounds combined, and I’m 180, so I actually have to move the stern seat forward a bit to avoid lee cocking.
Just be conservative, and think through what you would do if you capsized (like if the kids start a stand-up-wrestling match). :o
Does your boat have bow and stern flotation?
