Protected water is a loaded term. Extreme cold water, lots of current, remoteness, tidal range of 25 feet, tidal rips, and no help. It is not for the inexperienced.
It is not exposed to the open ocean except at Dixon Entrance where even the big ships get rocked.

I have been up the Passage twice on the ferry and once on a cruise ship. I worked on the Mainland east of Ketchikan. I have never really been interested in paddling there.
