I had been looking for a long time for pads for the towers of a Yakima Double Cross rack. While looking for something totally different the other day I ran into a great site: ReRack.com. They not only had my pads in several different packages, they have any other configuration that that I could ever conceive of knowing. And they shipped within 24 hours.!
No economic connection; just passing it along FWIW.

Rack Attack can be a good source for parts that seem to no longer be on the shelves of most kayak shops, also EBay. But a year of shutdown has thinned their stock too. At some point we need manufacturing to catch up.
