Mostly drag. Go back and view much earlier videos and you'll see that today's stroke is not as exaggerated laterally as in the earlier days of using the wing. It is much closer to the hull. Even the shape of the blade has been changed to make better use of drag. Now, if it were only possible to accurately determine the contribution that both lift and drag (percentage wise), contribute to propulsion, it would clear things up? However, I'm afraid drag will win out. Perhaps that's why some experts are looking into vortex shedding as the dominent propulsive force?
