A member named Ranga rebuilds skis for a living and can provide the best tricks and tips to do this. Hes very helpful, though somewhat gruff on occasion. He probably can provide pics of exactly what he does.

You could just undo the cables at the rudder and slide a new piece of tubing into place and glue it.
You can get poly tubing at any Home Depot. Black works better because it is UV resistant
