I’ve been hauling on a 4 dr Corolla with roof racks. I’ve picked up a Hyundai accent hatch… rear windows don’t lower. Does anyone know a of a rack that would fit? I’m open to a permanent rack also.

I don’t know enough about the Accent, but check out Thule and Yakima’s websites. They’ll have fitment guides that will tell what products they make that will fit your car.
Tracks
I like the convenience of permanently mounted track with quick disconnect rack towers. You can have almost any style rack, firmly connected, and an almost bare car in moments. My truck has Thule tracks and my rack is Yakima, most major brand systems can use parts fro the competition.
