Every mammal appreciates a good back scratching. The seal’s behavior is very cat like if the cat likes you.

On Puget Sound, seals swim under the boat all the time, especially near kelp beds.

Of course the Marine Animal Protection Act either prohibits or discourages people from interacting with any wild marine animals.
I don’t know how they justify swimming with dolphins and acts at aquariums, although there is increasing public pushback regarding these activities.
