Hard to roll slow when the water is cold. I think trying to teach or learn the roll in cold water would be difficult.
You may be right.
Which is interesting since NOC is on the Nantahala, which is dam released from the bottom of the dam. I have paddled the Nantahala and it is quite cold.

NOC teaches the roll instruction over at Lake Fontana. Much warmer.
